ADA approved are least 17 inches tall. Although all ADA toilets are elongated. Most standard toilets are 15 inches to the top of the rim. The ICC/ANSI A117.1–2003 code reads "604.4 Height. The top of water closet seats shall be 17 inches (430 mm) minimum and 19 inches (485 mm) maximum above the floor or ground."
