If you have problems with your toilet flushing, there are some techniques you can perform to optimize its water usage. If you want more water in the tank, bend the float arm upwards. This makes the water rise higher before the ballcock shuts water off. The higher the water lever allow more water to flush before the flapper closes. Likewise bend it down if the water level rises above the overflow tube. There might be screws on the ballcock valve that allows it to stay open for a longer period. Other models enable you to adjust the water height of the float by turning the tube.
